there isn't much to check on an S10 4.3L fuel filter. If you suspect it to be a problem you just change it. you could measure fuel pressure and volume and then install a new filter to see if there is a difference but then you already have a new filter on why would you put the old one back on. If you have a way to drive with a pressure gauge on the fuel port you could see if you are losing fuel pressure on hard acceleration. But even then it might be the fuel pump that is the problem. The fuel filter should be pretty easy yo change, just make sure you relieve the pressure in the fuel line before you try to remove the filter. The filter is encased in a metal housing so you can't see inside. It is usually done as a maintenance item. Every "so many" miles it is recommended. Or if you suspect it for a specific problem, you just replace it.
