Power steering fails at slow speed. As in parking lot maneuvering.

One of two things is failing...either the power steering pump or the steering gear (rack & pinion). I've done many of both so it's hard to say which might be your trouble spot without looking at it. One thing to check first, though, is to make sure you have enough power steering fluid in the reservoir. If it's really low, it can cause the same type of problem. If it is low, there has to be a leak somewhere (usually the gear). I've seen gears leak and run the pumps dry and the vehicle ends up needing both parts. Get it checked out soon.
