The Silhouette vans are notorious for wiring issues and problems. I'd have to recommend first checking all the bulbs on the entire vehicle. Sometimes one bad bulb can affect the entire lighting system. This is rare, but definitely worth checking first. From there, you inspect the rear tail lamp circuit boards and wiring connectors. Sometimes these can become corroded and/or have burnt terminals which would lead to a short or failure in the system.

If none of that checks out, you'd be left with having to start taking much of the interior trim apart to trace each wiring harness that runs along the door sill area of each side of the van. There are also harnesses that cross the vehicle between these. A common problem is moisture getting into the wiring from the carpet getting wet. This results in corrosion and can cause some very odd electrical issues, like the ones you are experiencing.
