Problem: No High Beam Headlights.
I replaced bulbs,
checked small 10 amp fuses.
I switched the HDM black Relay with one next to it and I still have no Bright lights.
I will pay for an answer.

Ok, you failed to check the proper relay when you switched the HDM relay with the one next to it. There is Headlamp-Hi Relay as well in the underhood fuse block in position #43, so try that one too. There is also a controlling fuse for the Headlamp-Hi Relay you may want to check as well. It is labed COILS and is fuse #14. I would bet either of those is your problem. Trailblazer Headlight Repair
If not, you might want to start by removing the bulbs again and checking the connectors and wiring that go to them. Very often, the terminals have burned up on the connector and the connector needs to be replaced. Since both hi beams are out, this may not be it, but is something to check. Other than that, the high beam dimmer switch can fail and cause this problem, as well as other Body Control Module issues. It's probably the relay or the fuse for that relay, so check those out first.
