Car had set up for awhile had bad cat conveter.took it off and ran the car in park to use up the fuel. Car sat for another few months without a battery and gas.replaced cat put in new gas and battery but car wouldn't start.did some research checked for pressure at the fuel test port and nothing checked fuel filter gas going in and out of filter, but not up to fuel rail. Advised to pull a vacume at the fuel pressure regulator. Cant find one on this motor something simular. in the center of the plenum but only one vacume line. Could thcat be the regulator? Also fuel pump won't prime up no sound at all any suggestions???

Yes, the fuel pressure regulator is on the fuel rail and has one vacuum hose on it.
You said there was gas at the filter? Was it under pressure? Just running out does not mean there is enough pressure. A bad regulator usually leaks and floods the engine, although sometimes all pressure will just go straight to the tank.
If the fuel pump won't turn on, that is your problem. It is either bad or not geting a signal. Try pounding on the bottom of the tank while cranking to see if it will kick on. If not you will need to test for power and ground at the pump. Let me know what you find.

No power to fuel pump. Found two relays on metal bracket inside passenger side kick panel by airbag control box not sure if these are for fuel. But can not find a fuel fuse. Nothing in fuse box or engine relays labeled for fuel fuse any suggestions where to find fuse or how it is labeled?

Trying to think back 19 years, i believe the fuel pump relay is under the drivers side carpet kick panel, all alone. An easier thing to do is locate the gray fuel pump prime connector. It will be a wire/connector coming out of a main harness, either on the drivers side or passenger side fender area. Power that up with a wire connected to battery positive. This bypasses the fuel pump relay. If the pump runs while doing this, then everything after the realy is good and then the problem is either the relay or wiring to it.
