are the fans coming on? sounds like you don't have air flow through your radiator. that's why when you go faster the air being pushed through radiator cools the coolant and the temp goes down.

you electric fans should low speed should come on between 210F t0 225F and the high speeds should kick on about 226F to 234F Usually on the temp gauge it will be from 1/2 to 3/4 low speeds and more than 3/4 high speed should be going.

you could also turn on your AC and see if the fans come on at lower than 210F. AC will turn on the fan to cool the condenser.

is it still overheating after you filled it up?

if the engine runs cooler at higher rpm's it is usually a flow problem, if the fans are working correctly. You can try flushing it but flushing a radiator rarely cleans it out if it's plugged up. let it run until it starts to get hot. 210F t0 230F. Less than 3/4 on the gauge. turn your engine off and then check for cold spots on your radiator. be careful not to get burned.

yes, most radiators today aren't like the radiators of old. Radiators used to be roddable. You could take them to a radiator shop and have them take off the top and bottom tank and clean out the core. or even replace the core if it was too bad. Now days they just replace them. It's different metals and plastic now.
