Well, you definitely answered your own question here. The problem acts up when the car gets wet. So, what you're going to have to do is start methodically spraying down areas of the car so you pinpoint the area that is causing the problem. After that, you'll then have to find whatever wiring, component, or module is actually messing up. It could be something like the PCM getting wet, as it's located right under the windshield area on the passenger side of the engine compartment.

This should be a fairly simple problem to find since you can make it act up by adding water.

No, there is not a cover for the coil packs. Some vehicles have a plastic engine cover, but yours does not.

ok on the 97 firebird the power windows that if to hot outside or too cold wont work. rain sleet or snow sunny whatever it has to be warm for them to work. we changed the fuse and i didnt know if there was something else to check or do i change the window motors. i know passenger side is needing replaced it runs really slow whenever it decides to work. we also put in new switches

Yes, the one motor that works slow is definetly bad, and i would think the other is as well becuase of the weather having to be just right. Very common.

For the opposite side of the one that is slow when it works, open the door and while trying to operate it, move the black rubber boot between the door and the body. That is were the wiring harness is. Have seen a lot of broken wires inside that. If while moving it around it starts to work- you have a broken wire. If not, most likely the motor is bad.
