Taillight Turn Signal Problem

1990/Geo/Prizm
My vehicle not listed.

Taillight/running light circuit blows fuse. Relays checks OK (out, activated and not.) Other circuits (head/stop lights, etc.) OK. Have inserted lugs into fuse location to check circuit continuity. Have removed all vinyl except upper dash, including steering column surround. Have removed/replaced all connectors (except those under fuse panel)at various connectors to check continuity. With both forward, or rearward taillight circuit connectors disconnected, circuit from business (non hot) side of fuse to ground shows 950 ohms. With EITHER, or both forward/rearward running light connectors connected, circuit goes to full short (0 ohms.) Either connected, or disconnected, circuit will produce a lit circuit across fuse terminals. Have checked wiring harnesses, lights, connections forward and rearward, including removal of fuse block, but not complete disconnect there. Can .pdf and send basic wiring diagrams from 3rd party book if needed.

These are my only wheels and vehicle has been well maintained. Limited income. Help appreciated.
