Replacing 2000 Chevy Malibu ignition

My 2000 Chevy Malibu needs the ignition replaced which my friend can do but he was told it would have to be reprogramed which would need some special tool which cam cost up to 850 $ does anyone know if this true or has anyone ever replaced the ignition in a 2000 chevy to know if this really is the case and if we really can't just put in a new ignition?

with the transmission in park, turn the ignition switch to start. If the vehicle starts and then dies, leave the ignition in the run position with the engine off until the security light turns off (usually about 10 minutes) Turn the ignition to off for 10 seconds. turn the ignition switch to run. On the next attempt to start the BCM will learn new key code.
