normal operation of the fans is to not come on until the temp reaches 220+ then turn off at around 200-210. So, about 3/4 is when the fan should come on. (by most gauges)

overheat at highway speeds and not at lower speeds is a sign of low circulation or not enough coolant. You don't have enough coolant passing through the radiator to cool down the engine. Air pocket, clog somewhere, water pump not pumping enough coolant, radiator not able to transfer enough heat away from the motor, head gasket pushing coolant out of the engine...
