Problem with my 1999 Chevrolet 2500/6.0L.

question = A/C Compressor won't engage. Troubleshot and got the comp to engage
from the relay under hood. Which is more likely to have failed ECM or A/C head unit?

Could be either one.
The PCM will inhibit clutch engagement for many reasons. Most common is a pressure
switch problem- assuming freon level is correct.
Check for power into 2 of the terminals of the relay with the key on, if not, check fuses
and wiring to the relay. Next you would need to check that the control head is signaling
the PCM that you requested A/C clutch.
The PCM grounds the relay.
